Leadership
Dr Steve Freeman is the founder of Renewable Energy Partners. He advises organisations on the complex decisions that determine whether energy opportunities become deliverable and investable projects.
A marine ecologist by training, Steve has spent more than 25 years in offshore wind and clean energy, working across environmental assessment, consenting, project development, energy policy and market strategy. He has advised developers, investors, governments and industry bodies on major projects in the UK, Europe, Asia and the Americas. That breadth lets him bridge technical, commercial, regulatory and political perspectives on projects where clarity and precision make the difference.
Steve brings a practitioner’s lens to emerging tools such as artificial intelligence, and their role in human-led decision-making. He helps organisations identify where these tools genuinely improve the quality and defensibility of decisions.
This thinking underpins his advisory role with 11 Minds Energy, a decision-intelligence platform for the energy sector, and his advisory work with global consultancies adopting decision-support tools in the energy transition.
Steve co-founded the Renewables Consulting Group, recognised with the Queen’s Award for Enterprise, and has held board, chair and non-executive positions across the public and private sectors. He was recently shortlisted for Advocate of the Year at the reNEWS National Wind Energy Awards.
Steve holds a PhD in Marine Biology, formal training in Energy Law and Policy, and completed the Oxford Artificial Intelligence Programme at Saïd Business School, University of Oxford.
